As Chief Strategy Officer and Executive Vice President of CBRNE Defense, Jay develops and oversees execution of the five year corporate growth strategy. He is responsible for assessing business intelligence and advises the CEO on actions needed to promote future growth.

As the EVP of CBRNE Defense, He also leads NOBLE's talented CBRNE Division, Training, Service and Project Management Teams and drives profit in these areas. The CBRNE team provides complete solutions from equipment and training to long-term service in support of government programs.
With over 28 years of Army experience, Jay Reckard brings a tactical perspective to help identify the right products to put in the hands of our Nation's warfighters. Jay draws on his experience as a combat veteran, career CBRNE officer, and former Commander of the 4th Maneuver Enhancement Brigade, 1st Infantry Division, to ensure that NOBLE provides the right equipment at the right time. He served as the Director, Force Protection Division, HQDA G8, managing and programming a $15B force protection budget. Jay worked at Teledyne FLIR before joining NOBLE, where he led business development efforts for Army and Joint DoD programs. Jay earned Master of Science degrees in Biochemistry from The Ohio State University and in National Strategy and Policy from the National Defense University.
In addition to his professional responsibilities, Jay serves as a Director for the CBRN Defense Division at NDIA and volunteers as a sponsorship committee member for the MG Harry Greene Chapter of AUSA. Jay is a recognized CBRN defense expert and noted panelist and guest speaker. He has published multiple articles on CBRN defense priorities and CBRN reconnaissance.
