The SOE Program provides responsive procurement assistance globally to military installations, federal agencies, and other Army, Navy, Air Force, Marine Corps, and Coast Guard customers to facilitate purchases of systems, equipment, and gear. NOBLE representatives work with customers to guide them through the steps for purchasing through this program. The process ensures compliance, saves time and money, and quickly gets products to end users to support their mission.

NOBLE subject matter experts work with these suppliers and our customers to provide products, equipment, and ancillary services. Customers may specify their preferred manufacturer and part number. Purchases can be funded through MIPR (Military Interdepartmental Purchase Request) or MILSTRIP (Military Standard Requisitioning and Issue Procedures).

THE DLA SPECIAL OPERATIONAL EQUIPMENT (SOE) CONTRACT VEHICLE

NOBLE works with the DLA Troop Support Construction & Equipment directorate to provide supply chain management, a single point to consolidate requirement fulfillment, 24/7 support, and an infrastructure of operations centers and warehouses to maintain supply and facilitate delivery. Our contingency capabilities cover national emergencies, natural disasters, relief efforts, and troop deployments.

SOE PROGRAM PROCUREMENT STEPS

  • The SOE contract is a Multiple Award Contract (MAC) with four companies on board to bid projects / parts. The current award ceiling is $33B over the 10-year contract period.
  • The program office submits requirements to DLA. DLA checks for scope (2-3 days), then sends the requirement to all four companies on the MAC to bid on.
  • After a three-day bid window, DLA reviews the bids submitted and sends the lowest bid to the government customer to fund (or consider for 30 days).
  • Once the program office decides to fund the order, they send funding to DLA to award the contract. DLA charges a 5.4% contracting fee on orders under $5M. Orders over $5M are charged a 2% fee.
