889 Compliance Policies

The telecom rules listed in the Section 889 policies impact all U.S. Government contracts, prohibiting the government from buying or obtaining equipment, systems, or services that use covered telecommunications equipment or services produced by the following companies: Huawei, ZTE, Hikvision, Hytera Hangzhou, Dahua, their subsidiaries, and affiliates.

These rules also prohibit the Government from entering or renewing a contract with an entity that uses equipment, systems, or services that use covered telecommunications equipment or services as a substantial or essential component of any system or as critical technology as part of any system.

Section 889 also applies to Indefinite Delivery contracts, BPAs, and micro-purchases.

As part of our SAM registration, we certified that we will not provide any telecommunication and video surveillance equipment in the performance of our contracts, which is prohibited under Section 889. Nor does NOBLE use any covered telecommunication equipment as a component of any system, or as critical technology as part of any system.
